However, Gary Gensler, chairman of the U.S. Securities and Exchange Commission, countered that breaking the law and not liking the law are different from lack of clarity. Bill Hagerty said that there is still a lot of uncertainty and ambiguity in the SEC's move, but "there is no need for this."
