If #ETH #ETH fails on May 23, then there will be basically no chance in 2024. Moreover, if it fails on May 23, the failure condition will apply to all applicants. There is almost no possibility that one institution fails and the other one passes. This situation is the same as #BTC at that time. Either both pass or neither pass.
