Sec can't sue Hex founder because he can't locate him

On July 31st, the#SECcharged the founder of#Hexwith securities fraud and defrauding investors through misappropriation of assets. However, the SEC stated that it was unable to notify Hex's founder, #RichardHart , of his process to appear in court.

This is a widely used tactic to extend the trial because if you are not notified, the court process is considerably delayed.

For example, at the time the famous John D. #Rockefeller prevented the start of his trial because he could not be notified while fleeing across the country for over a year. But this is a tactic that cannot last forever, as there are other methods of notification in the #EUA justice system.
