Swell "transfer vehicle" to OP Stack for Layer2 development instead of Polygon CDK

The liquid restaking protocol Swell is the latest name to join the Optimism Superchain ecosystem, following Kraken's Ink.

Notably, Swell initially intended to use Polygon's chain development toolkit, leading to several changes:

🟢L2 Swell will use ETH as gas token instead of rswETH (Swell's restaked ETH token)
🟢A portion of the revenue will be allocated to Optimism Collective - the DAO managing the Superchain ecosystem

This Layer 2 is currently under development, and the testnet is expected to launch soon. Swell has a TVL of over $1.3B and recently announced an airdrop of $SWELL earlier this month.
