Where should the rats and BRC-20 that have recently emerged from the BTC network go?

Another comment stated that if Inscription wanted to continue, a greener approach would be to create an Inscription chain, similar to Layer 2 of ETH, which would only require regular submission of hashes to BTC to run, right?
