US Government Transfers $2 Billion Silk Road Bitcoin to Coinbase

The Bitcoin Policy Institute has drafted an executive order for the Trump administration, aiming to integrate Bitcoin into the U.S. strategic reserve assets. This initiative, if enacted, would designate Bitcoin as a reserve asset within the U.S.

The executive order calls for the creation of the Strategic Bitcoin Reserve (SBR), to be managed by the Secretary of the Treasury. This move is designed to diversify U.S. reserve assets, ensuring the nation’s economic security is well-positioned to face the challenges of the 21st century.

The establishment of the SBR will be a step toward integrating Bitcoin into the nation’s financial framework, akin to how the U.S. holds gold and other assets as part of its reserve system. 

Additionally, the SBR will be subject to regular audits and stringent security measures to ensure the integrity of the reserve, which will be managed with utmost accountability.

The executive order mandates that all Bitcoin holdings currently controlled by any federal agency, including the United States Marshals Service, be transferred to the SBR. This transfer process is set to begin within seven days of the order’s approval.

Bitcoin under federal control, whether obtained through criminal or civil forfeiture actions, will no longer be subject to sale or auction but will be consolidated into the SBR.

Procurement and Management Plan for Bitcoin

In addition to consolidating government-held Bitcoin, the order directs the Secretary of the Treasury to implement a procurement and management program within 60 days of its enactment.

This program aims to acquire and manage Bitcoin as a reserve asset within the ESF. The goal is to position Bitcoin as a permanent part of the U.S. financial strategy, allowing the nation to maintain its economic dominance in the evolving digital asset ecosystem.
