He explained that the inaction of US policies is actually the cause of the gap, and other countries are legislating to fill the gap. The trend he foresees is that the industry will become Balkanized as more and more countries set up barriers and formulate rules that favor local advantages.

On the other hand, Tether CEO Paolo Ardoino said in an interview that although the company could claim that US legal agencies have no jurisdiction over it, it would be foolish. He said that Tether actually voluntarily cooperates with US authorities such as the FBI and the Department of Justice (DOJ) and about 40 law enforcement agencies around the world. He believes that the Treasury Department should cooperate with stablecoins in a proactive manner.
