The police said that among the 12 people who attended the state council meeting, except for President Yun Seok-hyue, former Defense Minister Kim Yong-hyun and Unification Minister Kim Young-ho, the other 9 people are under investigation. These nine people include Prime Minister Han Deok-soo, Vice Prime Minister for Economic Affairs Choi Sang-mok, and Minister of Justice Park Seung-jae.
