According to the clarification of on-chain analyst @ai_9684xtpa, this fund was actually the funds that had previously been transferred from Arbitrum to the ETH mainnet and had passed the 7-day waiting period and recharged back to the Binance hot wallet. The address has been marked as a "Binance deposit address" by Arkham.
According to previous news, the suspected ARB Foundation address deposited 60,000 ETH into Binance 8 hours ago, and a total of 90,000 ETH was deposited within 24 hours.
