If one looks at some recent research, Ethereum transaction fees are 505 times higher than transaction fees on the Arbitrum (ARB) network.
From there we can see that the cheapest Layer 2 networks are Arbitrum, Starknet, Manta, zkSync, Optimism and Base respectively.
