Biden said in a speech at the White House that day that this "comprehensive new proposal" is the product of multiple rounds of diplomatic dialogues between the United States and Israel, Qatar, Egypt and other Middle Eastern countries, and has been submitted to the Palestinian Islamic Resistance Movement (Hamas) through Qatar.

According to Biden, the measures contained in the proposal will be implemented in three stages. The first stage is a six-week "complete ceasefire", during which the Israeli army will withdraw from all densely populated areas in the Gaza Strip; Hamas will release some of the detained persons, such as women, the elderly and the wounded; Israel will release hundreds of detained Palestinians; Israel and Hamas will negotiate on the necessary arrangements to achieve a "permanent cessation of hostilities".

If the negotiations fail to produce results within six weeks, the ceasefire will be extended, and the United States, Qatar and Egypt will also ensure that the negotiations can continue. In the second stage, Hamas will release the remaining detained persons. In exchange, the Israeli army will withdraw all from the Gaza Strip. The third stage will start a large-scale reconstruction plan for the Gaza Strip, etc.

Biden said that as long as Hamas abides by its promises, the "temporary ceasefire" will become a "permanent cessation of hostilities." From the first stage to the second stage, there are still many "details to be negotiated".

The Israeli Prime Minister's Office issued a statement on the same day saying that the Israeli government has been committed to releasing the detainees as soon as possible and is working hard to achieve this goal. Israeli Prime Minister Netanyahu asked the negotiators to propose an outline to achieve this goal. He stressed that Israel insists that the conflict will not end until all detainees are released and Hamas' military and management capabilities are eliminated. This statement did not make it clear whether Israel's outline is consistent with what Biden mentioned.

Hamas issued a statement on the same day saying that Hamas "positively views" Biden's proposal to release detainees and achieve a permanent ceasefire in the Gaza Strip.

More than seven months after the outbreak of the new round of Israeli-Palestinian conflict, Israel and Hamas have held multiple rounds of negotiations. There has been no new progress since a brief ceasefire was reached in November last year in exchange for the release of some detainees. On the 6th of this month, Hamas announced that it agreed to the ceasefire proposal in the Gaza Strip put forward by the mediator, but the Israeli side said that the conditions agreed by Hamas were far from its requirements.$BTC $ETH
