No, BlackRock is the name of an institution operating the iBIT ETF under its brand (for example).
Buying and selling under an ETF are actions carried out by investors (both small and big - retail, corporates) and APs (Authorized Participants), who facilitate the creation and redemption of ETFs and maintain liquidity/price of underlying assets for investors.
One or a few days of outflows, constituting less than 0.5% of AUM under an ETF, does not necessarily mean they are selling or that their bias is flipping.
