First, there is a premise: the debtor must have used a fabricated loan excuse to deceive you, and secondly, the money must have been used for gambling or other consumption. In fact, 90% of the cases meet this requirement. For example, if you hear them say:
I have a project with high returns. If you give me money, I will help you invest. I am good at making money, so I will help you trade cryptocurrencies/stocks. If there is an emergency at home, lend me some money, and I will pay you back next month, etc...
And then I haven't paid back the money for more than a year. No doubt, it must be in the category!
This type of debt is relatively easy to recover because it meets the basic conditions for fraud in the criminal law: fabricating facts + using for squandering.
If the debt is recovered through civil channels, the debtor may not be afraid, and will be regarded as a deadbeat, with no assets under his name, and at most be restricted from taking airplanes and high-speed trains, etc. However, once it involves criminal issues, he may face several years of imprisonment, which will affect the future prospects of his children, and most deadbeats will be afraid.
What you need to do is to find a law firm to write a lawyer's letter (the cheapest one is a few hundred yuan on Taobao), and then send it to the deadbeat, asking him to pay back the money within a certain period of time, or else call the police, and tell him the most severe punishment he will face. At the same time, remind him that once a criminal case is filed, it is impossible to withdraw it. Before the deadline, have the lawyer call to remind him.
Usually, after receiving a lawyer's letter, the deadbeat will search desperately on the same day, consult a lawyer the next day, and transfer the money the day before the deadline.
