According to TechFlow, MakerDAO founder Rune Christensen recently responded to questions about DAI adding a freeze function. Christensen said that there will be no freeze function when the new protocol is launched, only upgrade capabilities.
This means that future governance can decide how to implement mechanisms like the freeze function based on consideration of all data to protect against various risk factors as much as possible.
