According to PANews, the Cardano blockchain is about to undergo the biggest upgrade in two years, the "Chang hard fork", which will introduce an on-chain governance mechanism. Users holding ADA will be able to elect representatives (dReps) and vote on proposals and technical changes.

The upgrade was originally scheduled for this week, but has been postponed to September 1 because some exchanges need time to prepare their systems. The Chang hard fork is part of Cardano’s “Voltaire era”, which aims to achieve a community-managed blockchain self-sustaining system.

The upgrade also includes Core Improvement Proposal CIP-1694, which strengthens community control over the network through governance structures such as the Constitutional Committee, dReps, and staking pool operators.
