Did the Prime Minister of Montenegro secretly help Do Kwon escape?
Although there is currently no evidence, it is possible that Do Kwon's time in hiding was aided by Prime Minister Milojko Spajic, allowing him to evade capture in Montenegro for so long, until issues with his passport arose (or perhaps Spajic wanted to eliminate the problem completely) and he was finally caught.
Do Kwon was originally set to be extradited to the United States for trial in February 2024, but in March an appellate court changed the ruling to extradite him to South Korea. Later, the Office of the Chief Prosecutor of Montenegro requested the Supreme Court to overturn the decision, seeking to extradite Do Kwon to the United States instead.
