Later, I thought about it and suspected there was an IP conflict, so I downloaded a tool to scan the local network IPs, Advanced IP Scanner, and indeed found an IP conflict between my computer and an old phone that I rarely use. I turned off the phone, rebooted the computer, rebooted the router, and the issue disappeared. What a hassle, wasting so much time. Just sharing this for friends who encounter similar issues. It seems that simply rebooting the router doesn't always completely clear and reassign IP addresses; all devices involved in the conflict must be rebooted to get a new IP.
