According to Atlantic’s Latin America Digital Report, the region is actively advancing digital transformation and workforce capabilities, with a focus on increasing internet access and expanding digital financial services to address socioeconomic disparities.

This approach is supported by regional cooperation and strong public-private partnerships to foster an innovation-driven economic environment, with countries such as Argentina, Mexico, Brazil and Colombia showing growing interest in technological advancement.

Latam has several ICP centers in the region and is a strategic partner in promoting blockchain and AI solutions. Speaking recently at the 2024 Argentina Tech Forum Week, Dominic Williams, Founder and Chief Scientist of the DFINITY Foundation, laid out his vision to harness the transformative power of the Internet Computer and foster collaboration with the emerging technology industry in Argentina and Latin America.

Working with local ICP hubs across the region, DFINITY aims to foster collaboration with institutions, universities and businesses to unlock new opportunities in digital sovereignty and cybersecurity resilience.

Importance of Cybersecurity

DFINITY’s focus is not only on blockchain innovation, but also on improving cybersecurity frameworks. As the world becomes increasingly digital, cybersecurity has become a key concern for businesses and governments. Like many other regions, Latin America is exposed to cyber threats that can disrupt essential services, leak sensitive data, and cause significant financial losses. The decentralized nature of blockchain can address many of these vulnerabilities by providing tamper-proof infrastructure.

The Internet Computer aims to create and run web applications directly on the blockchain, providing a strong defense against cyberattacks. Traditional IT infrastructure typically requires multiple layers of external security measures, such as firewalls and anti-malware solutions, and is therefore vulnerable to security breaches. The Internet Computer eliminates these risks by building security into the core of the network, thereby reducing the attack surface for hackers. As countries grapple with the complexity of an increasingly interconnected world, the ability to maintain control over data and digital infrastructure has become a priority. Due to concerns about data privacy and the dominance of large technology companies, countries are actively seeking alternatives to maintain sovereignty over their data. This shift is part of a broader effort to reduce dependence on foreign technology giants, promote regional digital transformation, and enhance control and security of digital operations across the continent.

The Internet Computer Protocol (ICP) provides a path to digital sovereignty by allowing governments to build decentralized networks that are not dependent on centralized providers. Countries can now build sovereign cloud infrastructures capable of hosting critical services and sensitive data without relying on third-party cloud providers. This shift to sovereign systems will provide them with greater autonomy over their digital future and reduce the risks associated with outsourcing critical functions to foreign entities.

Dominic’s visit to Argentina in October 2024 marks a new chapter for ICP in Latin America, and by fostering local partnerships, the DFINITY Foundation and the ICP community envision a future where blockchain, AI, and cybersecurity thrive in the region, positioning itself as a hub for innovation.

As Latin America continues to build its digital ecosystem, Internet computing technologies have the potential to help the region unlock new opportunities for growth, security, and digital sovereignty.

Over the past decade, Argentina has emerged as a key player in Latin America’s technology sector. The country’s highly skilled workforce, particularly in software development, has enabled it to build a vibrant digital economy. Since taking office, President Mire has directly interacted with leading Silicon Valley figures such as Mark Zuckerberg and Elon Musk, and successfully passed key legislation in June 2024 that provides tax, customs, and exchange control benefits for investments over 30 years and over $200 million. As a result, the government seems determined to usher in a new era of innovation by strengthening Argentina’s technology sector, and is already actively exploring how emerging technologies such as artificial intelligence and blockchain can play a role in shaping and supporting the country’s future economic landscape.
