PANews reported on September 27 that Christine Kim, vice president of Galaxy Research, summarized the 197th Ethereum Core Developer Executive (ACDE) conference call to discuss and coordinate changes to the Ethereum Execution Layer (EL). At ACDE #197, developers agreed to advance the Pectra upgrade to a limited extent, currently including only 8 Ethereum Improvement Proposals (EIPs) on Devnet 3. They also agreed that a set of 4 EIPs related to the Ethereum blob fee market may be included in Pectra during the upgrade planning process, among which Vitalik expressed support for increasing blob capacity in Pectra, but other developers expressed opposition and no conclusion has been reached yet. Other blob-related EIPs include EIP 7762 (increase MIN_BASE_FEE_PER_BLOB_GAS), EIP 7623 (increase call data costs), and EIP 7742 (separate blob counts between CL and EL).

As for the scope of the next Ethereum hard fork, Beiko confirmed that the next upgrade after Pectra will indeed be named Fusaka and will include PeerDAS and EOF. Fusaka may add other EIPs, but the premise is that the implementation of these two EIPs can make further progress. Finally, Beiko said that a new EIP will be opened for the EL upgrade after Osaka, named "Amsterdam", and the EIP originally considered for inclusion in Osaka, namely Verkle, will be continued in the new Amsterdam EIP.
