Odaily Planet Daily News On September 25, four victims of state-sponsored terrorism and their families sued the Department of Justice in a federal court in Washington, DC, alleging that it improperly withheld or delayed the full deposit of the $4.3 billion settlement paid by Binance last November into the Victims of State Sponsored Terrorism Fund. According to the Victims of State Sponsored Terrorism Act, the lawsuit claims that 100% of criminal proceeds and 75% of civil proceeds in cases like Binance should be deposited into the fund, which was established to compensate victims of state-sponsored terrorism. But so far, they accuse the Department of Justice of only putting $898.6 million into the fund, while it had "stated that it intended to put at least $1.5 billion into the Crime Victims Fund," which the lawsuit claims is illegal. The lawsuit seeks a court order requiring the Department of Justice to deposit all eligible Binance case proceeds into the Victims Fund. The lawsuit also names the CFTC, U.S. Attorney General Merrick Garland, the Treasury Department and its subsidiaries, the Financial Crimes Enforcement Network (FinCEN), and the Office of Foreign Assets Control (OFAC) as defendants.
