The US Justice Department must use part of a $4.3 billion fine from Binance to create a fund for victims of state terrorism, according to a new lawsuit.

📅 On September 25, four people affected by terrorism sued the DOJ for failing to transfer money to the State Terrorism Victims Fund.

⚖️ By law, 100% of criminal fines and 75% of civil penalties from cases like Binance’s must go to the fund, but the DOJ has only transferred more than $898.6 million.

💼 The lawsuit asks the court to force the DOJ to transfer all eligible funds from Binance to the fund.

👨‍⚖️ The defendants include the CFTC, Attorney General Merrick Garland, and other agencies like FinCEN and OFAC.

🔍 Binance has pleaded guilty to violating US sanctions and the IEEPA, agreeing to pay more than $4.3 billion in fines. Former CEO Changpeng Zhao also pleaded guilty and was fined $50 million, resigned, and sentenced to four months in prison.
