North Carolina Bans Federal Cryptocurrencies Despite Governor's Veto
The North Carolina General Assembly overrode Governor Roy Cooper’s veto on Monday, banning federal central bank digital currencies (CBDCs) in the state. The bill, House Bill 690, would block the use of central bank digital currencies (CBDCs) for state payments and prohibit participation in any Federal Reserve pilot program involving CBDCs.
Dan Spuller, head of industry relations at the Blockchain Association, commented on social media platform X:
The North Carolina State Senate has formally overridden Governor Roy Cooper's veto of the highly popular anti-CBDC bill (HB690).
“This bill should never have been vetoed,” Spuller added, noting that the governor “missed an opportunity to send a strong message to the Federal Reserve that NC is united in opposing CBDCs.”
The North Carolina Senate voted 27-17 to override the veto, achieving the required three-fifths majority, despite earlier support for the bill among Democrats who had changed their stance. “When they saw Roy Cooper veto the bill, they fell in line,” North Carolina Sen. Brad Overcash told the Carolina Journal. He criticized Democrats for pursuing partisan politics, saying, “The General Assembly, as a legislative body, should be making policy and enacting good laws, not following the political leaders of the Democratic Party.”
Senator Overcash continued:
This is our opportunity to send a message that North Carolina, the ninth largest state in the union, is not interested in a federal central bank digital currency.
