First, we are writing a new Ethereum Foundation report covering 2022 and 2023. We hope to publish it before Devcon SEA. The following is a preview of expenditure information in the upcoming report (specific numbers are pending). These charts record both internal and external expenditures. For example, "L1 R&D" includes funding for external customer teams, as well as internal EF researchers. In these two years, internal expenditures accounted for about 38% and external expenditures accounted for about 62%.
