You can check factors such as cash flow, whether the community is still working, what the team is like, who the backer is, what the tokenomics is like, participate in AMAs that the project organizes to learn more about what the project is about. are doing, is it a niche that the market needs and an overview of the economy (FED, inflation, interest rates, etc.)
The ultimate goal of PTCB is to determine whether the current value is higher or lower than the current market valuation and investors' expectations.
