On July 25, the State Duma Committee on the Financial Market of the Russian Federation introduced amendments to the second reading of the bill on mining, lifting the ban on organizing the circulation of cryptocurrencies. Deputy Anton Gorelkin reported this.
This provision excluded the possibility of creating exchanges and exchangers outside the coverage area of experimental legal regimes (EPR). According to Gorelkin, in its current version it caused quite serious concerns among industry representatives.
Another controversial point - the ban on advertising of digital currencies - was left, but it will be included in the corresponding amendments to the Federal Law “On Advertising”.
The State Duma Committee on Energy expressed concerns about “black” mining and the ineffectiveness of combating it through electricity consumption limits prescribed in the bill. However, the proposal to completely ban the mining of cryptocurrencies by individuals did not pass.
“Control authorities and law enforcement are able to effectively identify “black” miners based on data on exceeding consumption limits, but for this they need to provide them with the necessary tools and assign responsibility,” Gorelkin added.
At the same time, at the meeting it was recommended to adopt in the second reading a companion bill on EPR, which would legalize the use of cryptocurrencies for cross-border payments.
Let us recall that on July 24, the State Duma of the Russian Federation adopted in the first reading bills on the regulation of mining and EPR.
