We must not only promote marketization but also strengthen the overall leadership of the Party; improve the welfare of all people, improve the social safety net, and start to establish free medical care for all people; adjust the income distribution mechanism, consumption tax, and property tax, and give benefits to local governments; focus on supporting national industrial funds and build a group of top technology companies at all costs; private enterprises focus on innovation and specialize in bottleneck technologies; advocate a strong country in science and technology, and encourage private enterprises to invest in new quality productivity; continue to expand, optimize and strengthen state-owned enterprises, benchmark Singapore's Temasek, and strengthen the Party's leadership over state-owned enterprises; external circulation and internal circulation are equally important.
