Under a congressionally mandated agreement, the transition team can collaborate with federal agencies and access nonpublic information, while government staff can communicate with the team.

However, Trump has refused to sign another agreement with the General Services Administration (GSA), which would have granted his team access to secure government offices and email accounts, but required the president-elect to limit donations to $5,000 and publicly disclose donors for his transition efforts.
