Notcoin has stayed in a certain position ( 0.021-0.022) for so long now. What does this imply?

It shows the market is indecisive at the moment. Buyers are bit careful not to buy and it will later dip, similarly Sellers are afraid not to sell low and it will later pump. It will remain like this for few hours. If the market can pump to 0.025, bullish momentum will be evident and it will skyrocket to 0.03. But if the market dip to 0.018, there is tendency that the price of notcoin will go down to 0.012- 0.015 before another bill run will take place.
