The initiative, put forth by the Bureau of Industry and Security, seeks to ensure the safety of technology and its resilience against cyberattacks. The proposal mandates that activities related to the development of 'cutting-edge' AI models and computing clusters must be reported to the federal government. Additionally, it requires the reporting of cybersecurity measures and the outcomes of 'red-teaming' exercises, which involve testing for dangerous capabilities such as aiding cyberattacks or lowering the barriers for non-experts to develop chemical, biological, radiological, or nuclear weapons.
