What is the fuse for observing the "state of emergency"?

Analysts have pointed out that the recent push by South Korea's opposition parties for a series of legislation targeting President Yoon Suk-yeol's wife and the impeachment of prosecutors and other public officials may be the fuse for Yoon Suk-yeol's announcement of a "state of emergency."

According to Yonhap News Agency, the Special Committee on Budget and Accounts of the National Assembly of South Korea held a plenary meeting on November 29, passing the budget cut proposal in the absence of ruling party People Power Party members. It is the first time in the history of South Korea's constitutional governance that the opposition parties have handled a budget bill alone. The budget proposal passed that day was 4.1 trillion won less than the 677.4 trillion won budget submitted by the government. The reduced portions included special activity funds for the President's Secretariat and the National Security Office, as well as specific work expenses and special activity funds for the prosecution and the Board of Audit and Inspection.
