Personal Experience
I refer my one friend and her daughter They both live in same house and shareIP address
In Developing countries same happening with maximum people
So if they are sharing devices or IP Bit they are two unique personalities and also need assistance.
In my opinion they would be some solution about this kind of problem after recertification of unique IDs and face recognition.
