According to BlockBeats, on August 4, a report submitted to the U.S. Securities and Exchange Commission (SEC) in July reveals that Microsoft wants the federal government to view its relationship with OpenAI as both competitive and strategic, rather than a true partnership.

In the 10-K form, which details periodic financial performance and conditions, Microsoft repeatedly identifies OpenAI as a competitor in several paragraphs. At the same time, the document frequently refers to OpenAI as a 'strategic partner.'

Microsoft's competition statement mentions dozens of rivals and 'intense competition in all markets.' These competitors include companies like Apple and Nintendo, as well as various software and coding organizations. However, throughout the entire document, only one strategic partner is mentioned: OpenAI.
