According to Odaily, Montenegro's former Justice Minister Andrej Milović has expressed concerns about a potential link between the extradition of Terraform Labs co-founder Do Kwon and an airport concession agreement between Montenegro and South Korea. Milović claims that Prime Minister Milojko Spajić altered his stance on a 30-year concession for Montenegro's airports to use Kwon's extradition as leverage in negotiations with South Korea. Kwon was arrested in Montenegro in March 2023. Initially, Spajić supported extraditing Kwon to France, but changed his position after the appellate court ruled in favor of extraditing Kwon to South Korea. Milović also highlighted Spajić's personal connection to the case, citing reports that Spajić invested $75,000 in Terra/Luna tokens, directly linking him to Kwon's failed cryptocurrency project. Montenegro's President Jakov Milatović and former Prime Minister Dritan Abazović have also accused Spajić of concealing his relationship with Kwon, noting multiple meetings between the two. Milović warned that extraditing Kwon to South Korea would hinder a comprehensive investigation into the matter and called on the United States to pressure Spajić to cooperate with a broader inquiry. Previously, it was reported that Montenegro's Ministry of Justice could decide whether to extradite Do Kwon to the United States or South Korea following a decision by the country's Supreme Court. On September 20, the Supreme Court announced that it had referred Kwon's case to the Minister of Justice after ruling on a request for legal protection. According to the High Court, both South Korea and the United States meet the conditions for requesting Kwon's extradition from Montenegro to face criminal charges.
