Fincia Foundation announced on its official website that it has successfully completed the Fincia Mainnet 2.0 upgrade. The Fincia Foundation stated that necessary technology was introduced and changes were made to transform the Mainnet into a public blockchain. Snapshot Voting Page shows that the SSV Network's proposal for the "Incentivized Mainnet Program" has begun voting, with a current approval rate of 100%, and will end on November 7th.
Previously, Ben Affleck of SSV DAO initiated the "Incentivized Mainnet Program" proposal. The proposal suggests creating an incentive layer for the running SSV mainnet, by rewarding participants running on the SSV network in the coming year to promote the adoption of DVT and the growth of the SSV Network.
In addition, if the proposal is approved, the DAO multisig committee will initially mint 200,000 SSV to a new multisig wallet; no more than 1 million SSV will be minted during the Incentivized Mainnet Program.

Binance announced that it will continue to provide "sideline support" for the normal operation of Gopax, a cryptocurrency exchange in South Korea. Recently, City Labs became a shareholder of Gopax, which is considered a rebuttal to speculation that Binance is considering "withdrawing" from the South Korean market after transferring its equity to them. The first Bitcoin exchange-traded fund (ETF), BITO, has recorded its highest weekly trading volume since its launch, with $1.7 billion in trading volume. The Grayscale Bitcoin Trust (GBTC) also saw $800 million in trading volume. The high volume suggests a strong appetite for Bitcoin ETFs, which could attract marquee investors like hedge funds and large financial institutions. However, senior Bloomberg ETF analyst Eric Balchunas believes that BlackRock's spot market Bitcoin ETF may not set a record when approved, as multiple ETFs will likely be launched simultaneously, spreading out volume between them.
