According to BlockBeats, Telegram founder and CEO Pavel Durov became a French citizen in August 2021. Durov relocated Telegram to Dubai in 2017. French media reports indicate that he also holds citizenship in the United Arab Emirates and the Caribbean dual-island nation of Saint Kitts and Nevis.
