France has formally indicted Telegram founder Pavel Durov and placed him under judicial supervision. This includes an obligation to pay bail of €5 million, report to the police twice a week, and a ban on leaving French territory.

⚫The French passport allowed him to travel freely in Europe. When he traveled to the United States, he was always met by FBI agents at the airport and elsewhere, trying to enlist his cooperation.

⚫French prosecutors said they did not name Durov or anyone else as a target in their investigation.

⚫️Telegram says it is now compliant with the EU’s Digital Services Act.

⚫️A French law signed this year requires online platforms to cooperate with authorities to stamp out such content, aligning with the EU’s Digital Services Act, which imposes stricter oversight and enforcement on “very large” online platforms. Telegram said this week that it was still below the threshold of 45 million monthly active users in the bloc to be considered very large.
