According to Buffington, the Chang hardfork, also known as Cardano Improvement Proposal (CIP) 1694, will allow cardano users to vote on community-oriented proposals and updates. He emphasized that Cardano founder Charles Hoskinson considers Cip1694 to be the most important update in Cardano's history.
