what's with $NOT !!

It's been more than 4 days since the note only went up and down in the 0.020, - 0.023 area, and was stuck rising to only 0.025, did the note only get stuck at that limit, the highest rise was up to 0.029 and then it immediately went down again and during the 4 days that passed #not it never rose again until that number,
