Storm's lawyers filed a petition in the United States District Court for the Southern District of New York on March 29, requesting that all charges against him be dropped, stating that Storm did not run a money laundering business and did not violate the International Emergency Economic Powers Act.
Storm's lawyers argue that the platform's original purpose was that it was developed and launched before U.S.-sanctioned hacker groups began using the platform. Lawyers claim Storm has limited control over who uses the mixer, which becomes publicly available.
