According to Odaily, Vitalik Buterin recently commented on the governance levels of Zuzalu, Apecoin governance forum, and Arbitrum DAO. He stated that technically, any currency is permissioned as one needs the permission of an existing holder to become a holder. This indicates a continuous trade-off space between the permission levels of Apecoin and ZuVillage. 

Buterin suggested that we can imagine intermediate structures where becoming a member requires the permission of multiple existing members, yet remains very open. For instance, a quadratic funding-style mechanism could be envisioned, where existing members' points are weighted to accumulate membership points. This is something Buterin hopes to see in OP Citizens' House, Zuzalu community, and other experimental DAOs. Formalizing and measuring membership is upstream of any formal governance. If there were more ways to achieve highly decentralized and permissionless formal membership, beyond just token holding, it would be really cool.
