Lummis said at an event at Georgetown University that the efforts of the Senate Agriculture Committee may win bipartisan support and add necessary details to the negotiations at the end of the year.

If it is delayed until the next congressional session, it could be delayed until the end of 2025. McHenry's digital asset bill has passed the House of Representatives, showing "substantial momentum." He said the legislation may need to be tied to a spending package that needs congressional approval this year.

Lummis reiterated that the United States should begin building a strategic reserve of Bitcoin, and that a four-year purchase plan would translate into trillions of dollars in value over 20 years.
