There are many types of people who do not want to return home; some are Chinese who cannot survive in the U.S., while others are Chinese who have been arrested for crimes in the U.S. The U.S. sends these individuals to Rwanda, but they are reluctant to go there. They would rather return home than go to Rwanda because they know that upon returning, they will have family members waiting to take them home. However, in Rwanda, they have no roots or connections.
