Will Microsoft's proposal to invest in Bitcoin pass smoothly? Or will it lead to a black swan if it doesn't pass?

Actually, just looking at the board of directors' list reveals that a group of executives with no connection to cryptocurrencies is influenced by Bill Gates behind the scenes.
The probability of passing is still low; as for whether there will be a black swan if it doesn't pass, I believe there will be a continued decline before the next interest rate cut.
