Actually, I can't be bothered to comment on this matter. To put it bluntly, the powerful have immunity everywhere. The difference is that Americans have actually legalized it, which allows them to claim that 'America is still a rule of law country.'

So many things that are clearly illegal in China are legal in America, and this is called the rule of law, which is also an interesting phenomenon.

Both the rule of law and rule by man have their drawbacks. The problem with the rule of law is its rigidity, lacking sufficient granularity, and contradicting the underlying logic of social governance (for example, rulers do not go to prison), so laws must be amended to become very lengthy and complex for manipulation. The problem with rule by man is that the algorithms are too complex, resulting in high operational costs.
