Starting from January 2026, a tariff is set to come into effect for businesses, according to which a fee of 0.3% of the payment amount will be charged for accepting payments for goods and services in digital rubles (except for payments for utilities), but not more than 1500 rubles. For utility companies, the fee will be 0.2% of the amount, but not more than 10 rubles. The fee for transfers in digital rubles between legal entities will be 15 rubles for each transaction. The Bank of Russia stated that for Russian individuals, any transactions with state digital currency will always be free.
The Ministry has requested the government to extend the pilot project period for another two years for "refining trading and information systems".
The proposal from the Ministry of Industry and Trade has faced criticism from Anatoly Aksakov, chairman of the State Duma Committee on the Financial Market. He believes that large retail outlets will be able to connect to the digital ruble platform starting July 1, 2025. According to the elected representative, the citizens of the country show great interest in the new payment medium, and the Central Bank did not identify any difficulties for payments after the pilot tests for the use of the technology in stores.
