In the 1950s, a wave of hysteria swept through the United States, McCarthyism ran rampant, persecuting a large number of progressive Americans, Chinese scientists, and international students, among whom the most famous is the 'Qian Xuesen Incident'. In September 1955, with the rescue of the Chinese government, Qian Xuesen and his family finally returned to their homeland after five years of hard struggle, and Qian realized his wish of 'serving the country with utmost loyalty', making outstanding contributions to China's missile and aerospace industry, as well as to the entire scientific and technological field.

'No matter where Qian Xuesen is, he is worth five divisions; I would rather execute this guy than let him return to China!' Bloomberg also quoted Dan Kimball, the 51st U.S. Secretary of the Navy, describing it as 'the most foolish thing ever done in American history.'

The 'China Initiative' was launched in November 2018, requiring 94 regional judicial departments to file at least one or two lawsuits against China each year to prevent China from 'stealing information from the United States'. The FBI also fabricated 'Chinese academic spies' under the guise of this initiative, resulting in numerous wrongful cases. On February 23, 2022, the U.S. Department of Justice announced the termination of the 'China Initiative' that was launched during the Trump administration.
