Wu said that the leader of the Department of Government Efficiency (DOGE), Vivek Ramaswamy, posted on the X platform stating that the U.S. Department of the Treasury has a "Do Not Pay List" (DNP) used to screen deceased individuals, federal debtors, and excluded contractors, but the system has significant flaws. The Small Business Administration (SBA) has issued over 100,000 forgivable loans totaling $5.3 billion to individuals on the DNP list, even though these recipients may not meet federal support eligibility. The SBA's Inspector General recommended halting this practice, but the current leadership refused to adopt it. Ramaswamy emphasized, "This blatant waste must stop. It's time for DOGE to take action." Subsequently, Musk retweeted and replied, "The scale and boldness of government fraud is shocking!"
