On October 28, a delegation from the Zhengding government came to Shenzhen to discuss cooperation opportunities in deepening China-Africa trade, technological innovation, new quality productive forces, new quality economic chains, and other fields with Shenzhen.


The proposed director of the Hebei-Hong Kong-Shenzhen New Quality Economic Chain Research Institute, Huang Jianfei, described in the meeting that with the release of the Kazan World BRICS Payment and Settlement System on October 24, a wave of decentralized, open, simplified, more convenient, and safer international transactions is coming. A new free trade system is forming, integrating the new quality trading ecosystem of 'barter trade' for bulk commodities established between China and Africa, smoothing out trade bottlenecks. The Zhengding Center for China-Africa is adapting to the trend, seizing opportunities, and collaborating with Shenzhen to elevate China-Africa trade to a new level, with both sides sharing the dividends of the new quality economic chain in China-Africa 'barter trade'.


Liu Zhongdong, Deputy General Manager and Director of Hebei Aerospace Information Investment Holding Co., Ltd., stated that the Hebei Transportation Investment Group, as the main construction and operation institution of the China-Africa Zhengding Center, is a national large-scale transportation full-license enterprise, undertaking several national Beidou system and Internet of Things projects. They are building an aerospace information industrial park in the Zhengding New District, covering an area of 400 acres, preparing to allocate part of the land for a China-Africa trade industrial base, and establishing deep business cooperation with 54 African countries.

Wu Lei, the proposed deputy director of the Hebei-Hong Kong-Shenzhen New Quality Economic Chain Research Institute, visited with the theme of 'Investment Promotion Centered on New Quality Productive Forces' to seek joint efforts with Shenzhen to promote the construction and development of the China-Africa Zhengding Center and share project dividends with the Zhengding government.

Yang Hushan, Deputy General Manager of Hebei Transportation Investment Group Co., Ltd., stated that the Hebei Transportation Investment Group is a large state-owned enterprise relying on a full-license transportation network for industrial layout development, currently cooperating with Zhengding to develop the national aerospace information industry. Following the provincial government's directives, they are fully leveraging Hebei's advantages such as a long coastline, numerous ports, and favorable conditions by participating in the construction of West African logistics centers in Sierra Leone and Guinea, developing ocean transport and international trade. They have already conducted a large number of 'barter trade' transactions globally, while the payment method for international infrastructure projects often involves material exchange for project funds.

Zhou Mingwu, Deputy Director of the Shenzhen Municipal Bureau of Commerce, stated that he clearly understands the details of the Zhengding government representatives' China-Africa Zhengding Center project and the importance of cooperation between the Zhengding government and the Shenzhen government. He expressed that the Shenzhen government would cooperate with a pragmatic attitude on the collaboration and needs of the China-Africa Zhengding Center, making every effort to fulfill the cooperation requests.


Liu Junliang, a Level 4 researcher from the Policy and Regulations Department of the Shenzhen Municipal Financial Office, stated that Shenzhen and Hebei have had multiple cooperations, including the establishment of a listing service center for the Shenzhen Stock Exchange in Hebei, and have invited the Hebei government to visit the Shenzhen Stock Exchange multiple times. He also affirmed the importance of the China-Africa Zhengding Center and indicated that they would assist enterprises from the China-Africa Zhengding Center in their listing work in Shenzhen in the future.

Liu Mian, Director of the Foreign Cooperation Department, stated that there have already been numerous trade cooperations between Shenzhen and Africa, and they will fully cooperate with various types of cooperation for exporting Shenzhen products to African countries through the China-Africa Zhengding Center in the future.

Zhang Xiaoyi, Deputy Director of the Industrial Development Department of the Hetao Development Bureau, expressed that establishing a Shenzhen branch or project center (office) of the Hebei-Hong Kong-Shenzhen New Quality Economic Chain Research Institute in the Hetao area of Shenzhen is feasible and meets the dual requirements of the Hetao area's major policies and minor industrial policies. Facilitating future international friends' visits to the China-Africa Zhengding Center is a significant task, and they will fully cooperate with the Zhengding government.


Wang Junhong, a member of the Standing Committee of the Shijiazhuang Municipal Party Committee and Secretary of the Zhengding County Party Committee, concluded that this meeting deeply felt the pragmatic attitude and active cooperation of the Shenzhen government, with all aspects of work being very well coordinated. He hopes to develop long-term cooperative relations with the Shenzhen government for mutual benefits.
