Ethereum developers have submitted EIP-6269, which aims to standardize the definition of "fully equivalent EVM"

According to TechFlow, Ethereum developer @pcaversaccio said that EIP-6269 was recently drafted and submitted. The proposal aims to standardize the definition of "fully equivalent EVM".

It is reported that EVM equivalence realizes the feasibility of "code once, deploy everywhere", allowing the existing Ethereum stack to be directly integrated with the L2 system, including debugging tools, node client implementation or EIP standards. Source link
