It would be irresponsible to do so; but the first stage (75% of the council members can overturn the proof system, of which 26% and above must be members from outside the rollup team) is a very reasonable and moderate milestone. The multi-signatures I have participated in have not had a single activity problem for many years, let alone 26%. The era of rollups as a 'multi-signature upgrade' is coming to an end, and the era of cryptographic trust is coming."
